The minister made the announcement during a meeting with students in Poitiers. Frédérique Vidal explained that periodic protection would be available in university health services but also in the residences of the Crous. ” We are aiming for 1,500 distributors and full free admission at the start of the school year “. The Minister added that this decision was not purely governmental but had been decided after joint work with various actors, such as the Elementary Rules association for example and students.
Progress still insufficient for some student associations
A step forward against the fight against menstrual precariousness at the national level, so far confined to regional initiatives, such as the Ile-de-France region, which had announced its intention to set up free distributors in universities and university residences. An advance certainly, but which remains insufficient for some student organizations such as UNEF, which estimates that the share of the budget for the fight against menstrual insecurity – 5 million euros in 2021 – was too low.
The decision of the Minister of Higher Education comes shortly after the publication on February 8, 2021 of a report by the Federation of General Student Associations (Fage) on menstrual insecurity. The report then put forward that 33% of the students were in a precarious period of menstruation. Worse still, according to this study, one in ten students must manufacture their own protections.
